In 2002, according to the National Fire Protection
Association, 3,100 Americans were killed and another 15,200 were
injured as a result of fire. Direct property loss due to fires was
estimated at $5.5 billion. Fire killed more Americans than all
natural disasters combined. 85% of all fire deaths occurred in
residences. With these startling statistics in mind, here are fire
and injury prevention programs, that OCESD #3 will institute for the
citizens of our district.
1. SMOKE DETECTOR PROGRAM
Smoke is responsible for three out of four deaths.
1-1 Program will check for and strive to install smoke detectors in
homes in the district.
1-2 To qualify for a free smoke alarm or battery replacement
from the Orange County ESD #3 you shall meet the following criteria:
A. You live in the Orange County ESD #3 service area
B. You own and occupy your home
C. You are: 1)Elderly 2)On a fixed income or 3)Handicapped
1.3 The smoke detectors and batteries and installed by firefighters
at no cost to the resident.
1.4 A public information program will occur to remind
citizens to test every detector at least once a month. To keep smoke
detectors dust free. Replace batteries with new ones at least once a
year, or sooner if the detector makes a chirping sound.
1.5 Smoke detectors will also be available for the
hearing impaired that meet the criteria.
1-6 To qualify for a free smoke alarm or battery replacement
for the hearing impaired from the Orange County ESD #3 you shall
meet the following criteria:
A. You live in the Orange County ESD #3 service area
B. You own and occupy your home
C. You are: 1)Elderly 2)On a fixed income or 3)Handicapped
D. Documentation from a Hearing Specialist or Certification
that the occupant is hearing impaired of legal db.
1.3 The smoke detectors and batteries and installed by firefighters
at no cost to the resident.
2. INJURY PREVENTION PROGRAM
Many senior citizens and especially those with diminishing life
skills believe that they are immune from cancer, heart disease,
emphysema, and other ills, and do not even worry about burning to
death.
We will institute a public information campaign targeting senior
citizens and the handicapped with fire and injury prevention
information.
The use of a fire resistant apron can be beneficial to both
non-smokers and smokers.
Older non-smoking citizens can use the apron while cooking to
prevent burns caused by spilled hot liquids.
1.1 Institute a program to make senior citizens aware of the
availability of fire resistant aprons.
1.2 To qualify for a free smokers apron from the Orange County ESD
#3 you shall meet the following criteria:
A. You live in the Orange County ESD #3 service area
B. You own and occupy your home
C. You are: 1) Elderly 2) On a fixed income or 3) Handicapped

3. CHILDREN EDUCATION PROGRAM
One-fourth of all fire-deaths of children are from fires started by
children.
United States Fire Administration reports each year, children start
over 100,000 fires in the United States. Children also account for
20-25% of all fatalities from fires. Much of this problem is due to
lack of education, guidance, and supervision. To help solve this
problem, the United States Fire Administration (USFA), as part of
its "Fire Stops With You" public education campaign, endorses the
use of robots to teach children fire safety. Robots are used to
teach children about fire safety subjects like smoke detectors and
home fire escape plans. Fire fighters can follow lesson progress
with the classroom teacher thru pre- and post- quizzes which help
monitor the child's progress. Fire fighters will teach
fundament fire and injury prevention skills and use Freddie to
emphasize key points.
Program:
"MEET ME AT THE TRUCK"
This programs goal is to teach young and old to
get out of the residence and meet Freddie the Fire Truck outside at
a meeting place.
Freddie the Fire Truck is an exciting new tool for teaching fire
safety. A fully animated robot, Freddie moves, speaks, listens,
plays audio cassette tapes and sounds his siren, all by remote
control. He can wink, blink, and move his eyes, and with his smiling
mouth, he presents a positive and friendly image to young and old
alike.
Shaped like a fire truck, Freddie is the ideal symbol for the
department in the community. He can communicate with children at
their eye level, and when he moves he's not at all threatening. He's
perfect for hugs and kisses from small friends.
With his headlights, taillights and flashing warning lights he is
highly visible.
